How to cash in vote tokens?

The how to vote thread doesn't mention what to do with them and i can't ask in discord until level 20.
in 2015 they converted to maniac points i can't find any info since that date.

Why vote? what are the rewards and how do you get them?
is it mentioned somewhere?
