hello I'm new to the game and I'm a hunter and I'm currently level 12 and I'm still no pet I think it's a bug I can't find how to summon pet I'm not spells? bug im blood elf

Check the Hunter trainer in the starter area. Your capital city may also work.
You should be given a quest to train a pet.

I don't think it's a bug, maybe you haven't received the pet summoning skill yet.
