There is already cross-faction rdf from x lvl to 70 or something.
No idea why it can't be done up to 80.
Never got any clear feedback on that.

Most classes can solo all vanilla dungeons.
One way or the other anyway.

Not sure about the quest you are refering to. Other then The Dead Mire quest.
For that quest you need to collect a Dead Mire Soil Sample. And they are just on the floor.
