because it never starts Battlegrounds?

Hello, I'm Brazilian and new to the server, I'm currently at level 55, I would like to know why I always subscribe to BGS and it never starts?
Could it be that I'm doing something wrong?
because a server like wow-mania with hundreds of players and I've been trying to join since level 30 and it never calls, I've played on other servers with less players and by level 30 or 40 I already had BGS to play and get the honor points to buy the items.
If anyone can answer this question I'd really appreciate it, I remember that I had a lot of fun on the BGS I think it's one of the best parts of the game as well as the dungons.
