Award Frost Emblems for Random Regular Dungeon

This is all too common on horde when queued for a regular dungeon at 80:
I think it would be better for getting new players a bit more geared by increasing the reward for higher geared players to drop in to the regular dungeons. It also probably would keep players around if they could be engaged more with the game with the random dungeon finder.
